A cotter pin remover should be able to get in between the pipe and the stem to loosen things off a bit for you.

A favourite trick in SA was fitting the V8 Ford donks to the old Cortina pickups.

If you're unsure you can use Plastigauge to check the actual dimensions with the cap in place.
