It doesn't matter that this wasn't put in writing. Any verbal agreement on behalf of the vendor becomes part of the contract. Ignoring nonsense like the clock, it was sold as a road vehicle and it isn't fit for that purpose as it doesn't run.

They have "a reasonable" amount of time to put things right as agreed or a refund. I would have put the money in an escrow agreement or no deal. Or perhaps use a credit card.

What he must do now is act quickly. Letter from a solicitor and invoice them for all the time and inconvenience.
 
The Daily Record, eh, so Vardy's (bad) reputation has been splashed all over Central Scotland! Personally I'd say the buyer is entitled to his money back as the car wasn't fit for purpose and the dealer had been given the oportunity to fix it and hadn't. Dangers of not road testing though....
 
all this happened 18 months ago, so where is this car now? the photos printed in the newspaper show a gleaming solid V8 so I certainly do feel for Tom Cox, the car's appearance is A1 and looks like a dream
 
Ok, the dealer didn’t fix things. But the buyer bought a car at a high price without a test drive or pre purchase inspection. Frankly, if your buying a 49 year old car and expecting like new perfection without the above you should look in the mirror.
 
Neither party in the deal seemed au-fait with good or advisable practice in this kind of transaction. The buyer should have known better supposedly being a 'previous' old Rover owner & the vendor seems to feel that having a competent mechanic capable of dealing with the type of vehicles the business sells is not an essential resource.
