Could also be that it was a diplomatic car, shipped to outside the UK in 1971 and repatriated in 1976 hence the 1st reg date!!
 
There are extra fittings on the centre console, including a manual choke if the clothes peg is anything to go by. Also, what could be a fire extinguisher fitted to the passenger kick panel. Rear seatbelts too. The sort of things that would be fitted to a government car. That interior looks very nice, what you can see of it. It's in Ely too, anything to do with Ely Service?
 
It could also be ex-military. They (DVLA or the local offices) seemed to be less thorough in the 70s/early 80s when registering 'decommissioned' cars, simply registering them with a then-current number when they were released onto the open market.
Years ago I used to see quite a few (varying makes/models, but nearly all black) for sale at a local dealer with plates issued several years after the particular model in question had ceased production.
