Early 2000TC - Wire next to Temp Sender?

On my car, there are two wires taped together that come up from below the generator. One of these is the Temp sender's wire, which is plugged in and functioning, but the other is fabric covered, looks to be black, and I can't guess what it's for. I don't have a schematic handy, so I'm left posting pics and hoping one you folks can point me in the right direction. The Lucar connection in question is slightly out of focus in the first photo, with a small black zip-tie holding it to the temp sender wire

It's located right near a bracket that looks almost like it should house an Otter switch, but not quite, and it's sitting right out in mid-air, which makes no sense to me.

I just noticed the "Rover" text on the generator belt on this car. I don't know if that indicates it might be original, but I certainly want to swap that out before making any long trips!
 
Your assumption is right, the second wire should be connected to the otter switch. It is used to illuminate the choke warning light when the engine has warmed up.
The Otter switch is wired in series with another switch at the choke control, behind the speaker grille at the centre console.
