Early engine valve shims

hi all. A friend of mine has a suffix A car and the engine was 'rebuilt' in the past by a shop with no experience of the P6 engine. I'm used to later engines with two shims, one thick and one thin. His seems to have solid extra thick single shims, was this normal with early cars, or are we finding another area of dodgy work on the car? (There's been a few found so far)
 
Early cars did have single shims. They can be replaced with the later large/small shims, or the single shims can be re-used. I have a few of the single shims.
