Fuel Gauge reading full

Rover 2200 TC. Just purchased second-hand .The fuel gauge is reading full all the time. Disconnect wire at the sender and it still reads full. Had the gauge out and it works correctly . No reading with 10v supply connected but no sender connection, and full scale with the sender connection to earth. Checked out the instrument pack and no shorts. Can anyone suggest likely place where the green/Black tank wire may be shorting out , or have I got to trace the whole loom looking for possible abrasion points. I guess I could temporarily bypass the loom and see if the gauge works correctly then . Thanks

Hi, The loom to the rear plugs into a multi plug, then goes into the top of the 'A' post, then
out another hole at the bottom, then along the edge of the floor at its junction with the inner
sill. under the two front seat brackets, under the rear seat crossmember through a small hole,
then up the rear arch and into the boot. All those through,s and under,s have sharp edges so I
would start there, it might easier to remove the drivers seat to get better access to pull the
carpets back. If it has had any welding done there they might not have had the loom out and
so could have melted.

I have found the problem, as colnerov suggested the wiring had melted and wires fused where the harness runs along side the front seat area. Welding itself looks sound but a fire waiting the happen, so it is a good job the fuel gauge was not working when I purchased the car. Now making up a 500mm length to splice in. Thanks for all the advise.
