It says she's the most prolific evader of the charge. I'd be willing to bet she didn't even know about it. Some people go through life in a bubble.
 
Missed all those signs then... If her eyesight is that bad she should have her licence taken off her....
 
Obviously missed the signs, and doesn't understand them even when she sees them.

As for whether a Focus is exempt - depends on the age and type of engine. For diesels, I believe they have to be Euro 6 compliant, so my Jaguar XE is fine.

Classic cars certainly are not exempt..
 
The TFL website says this:

Historic vehicles
You can apply to stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. Assuming the rules stay the same, when the ULEZ launches in April 2019, vehicles built before 1979 will be eligible to apply for historic vehicle tax class.
All vehicles that have a historic vehicle tax class will be exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).
In line with the existing LEZ discount all vehicles registered before 1 January 1973 will be exempt from the ULEZ, regardless of commercial use or otherwise.
If your vehicle meets the above criteria and is registered in the UK, it is automatically exempt and you don't need to register with us. If your vehicle meets the above criteria but is registered outside the UK, you are also exempt, but will need to register with us. Details on how you can register will be available closer to the time.

That's a well known that problem TFL don't seem bothered about fixing, probably in the hope that people will just pay when they don't need to.

Just checked one of my trucks on there which is a 1972, but registered in the UK in 1982, and is Historic tax class, and that comes up as exempt the ULEZ.

I wouldn't go assuming any such thing, especially if the politicians start routinely basing policy on advice given by the offspring of ultra-green activists.
