Only 1500 revs

I have just fixed up a rover v8 3.5 engine 10.5.1cr
I have the issue that the revs are only going to 1500 and it's idle is all over the place (seems to be ok when I move the distributor cap but when I give it some gass it seems to lose its spot again)

I had the heads skimmed and didn't shim anything since I had no idea how to do it is this going to be my issue?
Not sure if it has anything to do with anything but the exhaust pipes seem to be heating at difrent speeds too
Can anyone help me out and point me in the right direction here? (I also haven't tuned the carbs as I have no color tune or carb tuning tool at the moment)
 
When you skim the heads, you change the preload on the lifters. You need to check it’s still in tolerance, and if not, shim under the rocker pedestals to suit. If you’ve taken too much off, you may have valves that don’t seat at all.

I was afraid I would be told that...that means removing the inlet manifold and checking the rods at the bottom for a gap right? Anyone know the numbers I need to aim for?

Do you have a workshop manual? The procedure and dimensions are in there.
I do have the manual but I haven't seen the procedure in there for shimming or checking clearance I'll have to go over it agian i don't think I saw any tappet or pushrod specs in there either but I'll have another look maybe I'm getting my words mixed up on what im looking for
