Twin crabs ?, you need to see a doctor about that !! 
On the serious side, you will either need to adjust the throttle cable if its too tight and holding the throttle open.
Alternatively you will need to adjust the two throttle stops, one on each carb you should be able to see where the throttle levers land on the screws.
The other possibility is that the choke is not adjusted properly, you need to make sure the choke is fully off.
