Aren't some NOS body panels the ones that were rejected first time around as being outside tolerances - ie " seconds"

I don't think so. I think you may be referring to the batch of "Heritage" panels that were done for Steve Walker. These are known to be less accurate than factory originals and to need rather more "fitting". They are rust free though!
