Rear bumper fixing - slotted?

Are the rear bumper irons slotted in any fashion to allow me to move the bumper more clear of the valance please? Pic says the irons are not....if they are original - they are part of local tow bar fitted. I suppose the worst it could mean is I remove the whole thing and drill new holes.

The bumper bar end has slots in both the bar mounting and the end of the iron. This allows a small amount of adjustment. the slots are at right angles and you need decent washes to deal with the gaps properly so they don't come loose.
