Replaced my delay governor sponge recently and got a 'regular' delay at max setting (+/- 5 sec) and maybe 3/10 sec at minimum. My old car had 20 sec delay at max. Does anyone know the factory delay times at all? I'll be packing in some more or denser sponge for as big a range as possible so I'm really just curious...

I've got similar problems and the best way to check it out is before you refit the governor back to the car. Press in the plunger and hold your finger over the vacuum tube hole. If the plunger stays in for a very long time, then it's not the amount of sponge that will make the difference. You'll have a vacuum leak somewhere else in the tube that runs from the delay governor to the steering wheel dial. I still need to investigate mine so haven't found the likely culprit.

Mind you, I did improve things a bit by cutting ½ inch off the pipe where it attaches to the delay governor as it did have a small split in it.

ISTR there is always a join in that pipe up under the dash, so that you can remove the column assembly complete without removing the steering wheel and nacelle to get at the back of the vac timer, so I'd have a look at that first as you may have a split in the tube there as well.

I checked the action as you described before refitting the governor. I'll check the tube on the dial for splits as well. Already cut off a small piece on the governor.
