Wiper Fuse keeps blowing

The 25 amp fuse supplying the wipers on my 2200SC keeps blowing. I've traced the source to the delay unit. The problem seems to be that when the unit is at rest ie with the plunger fully extended, the moving contact in the unit is held in position by the metal cup on the rear of the vacuum diaphragm. Because the moving contact (terminal 1 on the delay unit is live then the plunger is also live, thus when the motor arm touches the plunger, half way through the sweep, a dead short occurs and the fuse blows. It appears to have been designed this way but that can't be right, am I missing something?
 
Had exactly the same issue, plastic cap on the push rod was missing, which acts as an insulator. I think I have seen some one use the end off a basic ball point pen as a cap.

That makes perfect sense, though I am a little mystified as to why, when I've owned the car for ten years and don't recall there ever being a cap, the problem has only emerged within the last few weeks. The S/H unit currently on sale on eBay doesn't have a cap either. I'll improvise something and give it a try.
 
The pic of 573035 in the parts book shows something on the end of the shaft. On my car I found a spring under the wiper motor that I couldnt account for until I tried to get the delay working....it was the return spring for the sliding part.
My parts book (1977) has pages 15-68,69 and -70 missing - anybody seen these ? Neither V8 book nor a 2000 parts book shows the early delay unit where there is a plate on the linkage that pushes the delay controller shaft - ??
 
My car has the link mechanism. My 2200 parts book shows a cap on the shaft, but not the plate that pushes it in. I've found a small grommet that is a tight fit on the shaft and have applied a smear of rubberlube to the plate. This has done the trick but for how long remains to be seen
