Does anyone know who's this is? Or if not what wheels are on it?

I doubt they are standard Rover wheels. From what I've seen standard Rover (of any P* model) 5x5 wheels are flat on the outer face, those have a small dish to them and the wheels sit right out by the arch lips.
 
Great pic but I could still do with knowing what the wheels came from. They look like chevy full size to me. But how he got them in I don't know!
 
I quite like the look. The shade of silver goes very well with the black trim and wheels giving a sort of monochrome effect. Replacing the chrome side strips with black coach lines also works well. Not sure about the minimalist bumper but I kind of like it. In fact, the only thing I don't like is the 3500 badges on the bonnet bulges?
 
Looking at the panel gap between the front valance and the wing inner edge, has he set the wings further out in order to get the wheels under? Just seems quite a large gap to me....

He's done the same with the back wings too, quite pronounced gaps between the bottom lower rear guards + the body

Isn't that how they all fit ? :LOL:

Seriously though, going back to that first picture it does look like the wings have been pulled / stretched a bit, they don't look straight yet they do meet the door reasonably well.
