Badge bar brackets

Hi All,
Probably a silly question :oops: but I am planning to fit a badge bar and these brackets look like they just clamp on, but is that good enough or am I supposed to drill 2 holes for the screws. The bottom plate has cut outs to accommodate the screws? :?
Also there is a piece of soft plastic which looks like it acts as a membrane between the bracket and bumper, is that what it is? if not should I fit one?

No need to drill, they clamp on just fine, (well they stay on into the very illegal speed range!) The membrane is to stop the clamp wrecking your chrome and causing rust.

Thanks John, I suppose nothing can be done about the pitting on the chrome apart from re-chrome..... wonder how much that would cost
 
From current experience on having some MG parts chromed,I would expect a pair of mounts/clamps to cost about £40.
Will also depend on how bad the pitting is,and if its repairable!
Ive never seen anywhere to buy them new,although I have seen a seller at autojumbles selling repro 17" bars for about £70!
 
I 've seen P6's with badge bars and I know they look good, thats why I'm fitting one. I also have not seen new brackets like these and I don't think they are worth re chroming at the moment, they're good enough.. thanks for all the feedback :D
