Body repair panels

Hi , does anyone know if the inner sill repair panels cover the floor lip too?
I had a look at a Freinds new S1 yesterday & the n/s has rotted front & back as usual but also taken about 1 1/2'' of the full length of the floor too. If not is there a panel available or just make up from sheet steel? Also where is the best place to buy them.
 
The proper inner sill will be just that, made to the same pattern as original with the small overlap seam to the floor. You'll probably need to make up the extra couple of inches of rusty floor from sheet steel, certainly that will be the cheapest way.
