Brake action delay - A bit slow to bite, slower to release

Hi all, glad to see the forum back online!

I reconditioned my brakes (all calipers kitted, cylinders, servo, four braided hoses) a year ago and ever since I've had a delayed action issue. It takes a wee split second for brakes to apply when I press the pedal, and they cling for up to a second on release, sometimes more. A quick punch on the pedal sorts that out though.

The car is a LHD export with the dual circuit. When reconditioning the master cylinder I fitted TWO seals to the stem of the little diaphragm valve piston, as two were supplied and I didn't know not to. But is that enough to cause this?
 
I had a similar problem with delay on brakes releasing and IIRC it was due to the small piston in the servo operated by the air valve. I can't remember how I diagnosed it but I stripped the servo, cleaned up the bores and all was well.

My air valve and piston are on the master cylinder, not on the remote unit. I'm starting to consider replacing the unit with the diaphragm and take out one of the seals on the piston + probably renew the vacuum hoses between the master and servo (passing under the engine).
 
I'm quite positive I do, they don't stick on if that's what you have in mind. I only have to tap the pedal sometimes to make them let go.
