it used to be the think to do with little carbs in minis, there is a book by a bloke called Vizard which covers carb mods.
The idea is that when the piston is at the top (i.e. flat out) a bit of it protrudes into the airflow. Radiusing that edge therefore increases flat out airflow.
On the V8 I believe it's the heads that are the biggest restriction rather than the carbs. So you would have more 'bang for buck' by modding the heads themselves.
Don't even think about removing metal in the carburetters . You will achieve nothing except to make the most horrible mess of the tune of the engine, a mess which cannot be reversed
