It should stay a yearly test. If you can't afford to keep your car in a safe & roadworthy condition, then you should re-evaluate your priorities.
I suppose there is an argument that new cars should need less maintenance than classics, but on balance, owners of them seem to place far too much credence on the fact that they are new cars, so don't need anything doing to them.
And if someone paid £10K for an MG in that condition, then he deserved everything he got.
