Oil Pump Gears - clearance

I am in the middle of fitting the larger pump gears to my car.

The extension to the housing is in place and the new gears fit in the timing cover OK, however when I put a steel rule across the pump body and gears the gears and body are absolutely level.

The repair manual suggests ( from the diagram ) that the gears should stand proud and show a feeler gauge between the ruler and timing cover body - this I assume is wrong and the gears should be a thou or two below the ruler - Am I right ?

When I put the pump cover on, the gears are catching on the cover - they do turn with out too much force but aren't free - I am assuming this isn't correct ?

I was thinking of putting a thicker ( or second thinner ) gasket on - is there another / better way of resolving this issue ?

One thing I did notice is the relief valve seat wasn't very good, so I ground it smooth with valve past - Just hope I washed it all off properly !
 
Check back through Vaultsmans top end rebuild thread, he fitted the kit, and had the same problem which was cured by using a genuine pump gasket which is thicker than the ones in the kit, so giving the correct running clearance. IIRC there were pics which show things clearly.
