What year is your car? I think it may be a part of the evaporative emmissions control, or may be for putting the fuel vapors overboard. Does your car have a charcoal canister?
It is the vent lines for the fuel tank. The complex arrangement is so that the line won't syphon with a full tank and the car passed sideways on a slope.
They're the fuel tank vents as has been mentioned. One stops just under the wing seal and the other goes down the front edge of the wheel arch and finishes by the end of the sill.
