Well yes. Unless they're of the type that aren't supposed to lock up when you pull on them. Some rely on a ball bearing that rolls forward to jam the mechanism under hard breaking.
Locking mechanism not tested for MOT, will not fail (see point four).
But do find out whether they're the ball bearing type Chris mentioned (which only lock when the car is decelerating or cornering hard) or whether they're actually broken, because if it's the latter you'll want to replace them!
