The codes were provided by Mike Erickson at TowerPaint to Glen Wilson some years ago.

Here you can buy the right colours
Jim Walters in Canada have a car paintshop that uses ICI paint. He has a lot of Rover formulas from way back when, and can surely find the right colour for almost any Rover.

Here, above, are some research links on Solent Blue.
If I was active, I'd try to do more.

Our RCCC parts manager has a correct white Rover 2000 with the Solent Blue panels.
Perhaps Dirk Burrowes has another of the same.

One idea is to get someone to remove a blue panel, take it to a body shop with a paint scanner, scan the colour, create a colour formula, print the formula, make up some paint, and paint something to see if it's right.

I have Rover Solent blue showing in my lists as ICI ref 2079 which is different to the Jag colour
