SORN question.

I think I know the answer already, so this may well be effectively a rhetorical question. However I'm hoping some of you fellow-UK folk here may be able to confirm/correct my thinking.

If a car is 'SORNed' (i.e. declared as being off-road via SORN), can that car be parked in a residential-like cul-de-sac car park? By that I mean it's NOT on private ground, it's parked in a place which is accessible to the public.

I don't think it can be; the car IMHO is at risk of being clamped or even impounded.
 
If the area the vehicle is parked on forms part of the public highway that any vehicle can drive down to, then it must be taxed yes.
 
It depends if the cul-de-sac counts as private land or not. Best way to find out is to nip down to the council offices and ask them.
I don't think that being "accessible to the public" means anything - the critical thing is whether the area has been adopted (and maintained) by the council. Is parking restricted to residents only?
 
If it were allocated parking that's part of the house then it you car doesn't need to be taxed - my feeling is if you have to cross the pavement to get to it then it's not part of the highway.
 
If it's council owned they'll have you for it. If it's privately owned there's no issue. We've asked this question of the council before...

I want to emphasise the car in question is NOT our car, but IS the same make and model as ours, though NOT the same colour (nor the same registration number, of course!)

My 'paranoid worry' is that should someone come to impound the car in question, they might see ours and take that instead. I've gotten to be extremely sceptical of people that have any level of power, seeing the howling clangers, coupled with a distinct lack of any common sense, made by many organisations in recent times (police, bankers, taxmen etc)
