Wire under rear quarter trim

Took off my rear quarter panels to do a rust check on this part of the body.
After removing the inside quarter trim between the rear door and rear screen, this
opening and steel wire within became apparent on both sides.
I can't find any reference to this wire. What's it for or attached to?

When attempting to replace the outside panel, the drive screws seem to twist in the spire nuts and won't tighten, aside from new spire nuts, any other tried and true methods to secure these panels?

The wire is attached to the plate for the door catch, it is to position it whilst you get the screws in.
