My delay has never worked either.
This one seems open to a fair degree of debate considering it is a small, insignificant piece of foam sponge. What should I use etc.? too thick ? too thin? open cell/closed cell?
I hope that my efforts today may help.

), shove 'em under the bed on boxing day!!
The padding on the handles on these cheap Chinese exercise things is perfect. Cut a piece to size making sure that it is not too deep. From what
I can tell 4-5mm is deep enough. As the sponge has some smoothe surfaces make sure that they are removed so that the "cells" are exposed on all sides (I hope that makes sense...)
Refit the cover and clips and wa-hay!!!!!
I now have 2-3 seconds with the switch wound one way and 7-8 seconds with it wound the other. Result!!
