Ebay's a Queer Carry On

Are Paypal suggesting that Quattro is a fraudulent seller or that the buyer is using stolen money/card to purchase items?

I have emailed them (used a few words they hadn't heard before) and they have responded in their usual slimey way:-

Thank you for contacting PayPal, my name is Feann and I am happy to assist
you today.

I understand you are enquiring with regards to the payment for your eBay
item placed on hold on your PayPal account.

Upon reviewing your account, I did see that the previous representative has
given you the reason why payment will be place on hold. Please be advised
that since these items are listed on eBay, eBay has set requirements for
sellers as well as categories for items. We at PayPal also have to comply
with eBay to process payments for your eBay item. PayPal receives updates
and advised from eBay which payment will be placed on hold and which are
not.

Basically it is also stated in our User Agreement, you may review it at
your PayPal account.
10.5 eBay Item Hold.

PayPal, in its sole discretion, may place a hold on a payment you receive
for an eBay transaction when PayPal believes there may be a high level of
risk associated with the transaction. If PayPal places a hold on your
payment, it will show as "pending" in your PayPal Account.

Release of eBay item hold. PayPal will release the eBay item hold after 21
days unless you receive a Dispute, Claim, Chargeback, or Reversal on the
transaction subject to the hold. PayPal may release the hold earlier if the
buyer leaves positive feedback on eBay.

Additional hold period. If you receive a Dispute, Claim, Chargeback, or
Reversal on the transaction subject to the eBay item hold, PayPal may hold
the payment in your Account (or an amount equal to the relevant payment)
until the matter is resolved pursuant to this Agreement.

On eBay it also has discuss the payment hold for your items. Please review
the Accepted Payments Policy.
Payment Holds for eBay Items

EBay and PayPal are working together to make it safer than ever to buy on
eBay. One of the ways that PayPal is ensuring this is by identifying
transactions that pose the greatest risk of bad sales and holding the
payments from sellers for a period of time to help ensure that the
transactions go smoothly. Get more details on Payment Holds for eBay items.

It is my pleasure to assist you. Thank you for choosing PayPal.

Sincerely,
Fe Ann

So in other words - we will do what we like and tough if you don't like it.

That is a liberty, Obvioulsy they have signed up for the plain english scheme.

Do they think that your or the buyer is the problem?

Talk to the buyer, arrange for them to pay cash on collection and then cancel the ebay/ppal transaction!
If?? the seller does not want to pay you cash on collection,or does not contact you,do not release the items, just cancel the sale due to a dispute with ebay/ppals obnoxious policy, and no contact with the buyer!

This is apparently nothing to do with the buyer.

From Paypal: -

I apologise for the inconvenience this may have caused you. This
has nothing to do with the buyer's reputation, allow me to inform you that
eBay and PayPal are working together to make it safer than ever to buy and
sell on eBay. One of the boldest steps we're taking is to identify
transactions that pose the greatest risk of fraud and holding the payments
from sellers for a period of time to help ensure that the transactions go
smoothly.

It makes no difference to any risk you make by sending goods to anyone you have sold to on ebay, except that if a dispute occurs, Paypal get their money back faster.

It doesn't make anything safer for anyone to buy and sell on ebay unless I am missing something :? , all it does it make it safer for paypal and Ebay.

I have sent the wheels off today on a 'signed for' carrier and am not expecting any problems.

If a buyer does raise a dispute, you end up losing your money anyway - so what is the difference?

I will not be selling anything else on ebay except for collect only and pay cash on collection - this buyer is in London so cannot collect.

Very disillusioned by all of this, and well p*&^%d off.

Can't we have a 'for sale' section on here?

Oh well, off to the garage - Sparky blew a top hose at Edem Camp last weekend, (for anyone who was wondering what all the steam was) and I need him fixed for tomorrow.

Unfortunately they made paypal payment a compulsary option a little while back, only certain categories are exempt.
As you say, this is just a way of protecting themselves, what they are saying is that they think there's a chance they'll need to do a chargeback, and there's a chance they won't get the money back, so they've passed the risk on to you. Brilliant, well done paypal.

Have you tried ebid ? http://uk.ebid.net/
I think it's about time people stood up to ebay / paypal and took their business elsewhere !

I might be missing the point here but WAT'S THAT AAL ABOOT? if the buyer's reputation is not in question & from what I've read your reputation isn't in question............................well I'm at a loss for words :?

I hope it sorts itself out for you but I still wouldn't send a £350 item until I knew the money was under my mattress. I keep it in a tin of sand by the way incase the house catches fire

So if there's a fire, you'll end up with all your money in a nice abstract glass display cabinet then!
